You are buying a sturdy Ross Compact ladies road bike.  Made in Allentown PA USA, this bike was part of Ross' entry level road bike line.  This bike has held up well over the years, the blue paint job and decals are still in pretty good shape with only minor nicks to the finish here and there and some scraping to the decals on the seat tube.  Mechanically the gears shift and the brakes work but the rear wheel is pretty wobbly, as such it would be best to get a tune up at your local bike shop before using it.  Please see photographs for details.
