Details

This is a vintage 1950's Montgomery Wards "Hawthorne"  balloon tire bicycle.  This bicycle seems to have had a halfhearted effort to restore it.  Notice the newer chainguard, tires, and maybe even the fenders.  The frame has been painted a black color - not professionally done though.  Looks rattlecanned.  Its slightly attractive - better than rust, but its not perfect.  It was stripped and primered, but its not a quality job. 
Good choice for a rat rod.

*notice the dent in the top tube - right on top.

This Hawthorne has the Blue and silver badge of the 50's.  Combine that with the serial number, 75EH, give us a date in the mid '50's.  1957?
It was built by H.P. Snyder.

Handlebars - 26" cruiser bars, rough chrome and missing the original right grip. The left grip is in poor condition
Crankset - steel one piece crankset with wards hawthorne 6 arm skiptooth chainring, not shiny
Pedals - Union pedals with reflectors - in new shape
hubs - Bendix rear coaster brake hub
rims - chromed steel balloon tires rims, showing some rust but they look cleanable
