Dayton Huffman Balloon Tire Bicycle

This is a Vintage (estimated) 1939 Dayton Huffman balloon tire bicycle.  This bicycle has been detailed and is mighty clean.  Not sure if all the parts are original, although they seem to be correct for this bike. 
This Dayton was made by Huffman in Ohio.  Pedals are in great shape - not new, but very nice except for the endcaps.
Skiptooth drivetrain.
Tank seems right but has been repainted. 
No headbadge or decals.
Stem seems to be not right - clamp bolt is on bottom...
Rear rack is in great shape, and is the lighted version - no battery, the top of the rack has purple paint...?F
Fenders are in good shape with some dents, scrapes, wear marks, and scratches.
Chainguard is dent free but has some scratches and scuffs.
Rack and chainguard seem to match - both have the red and purple.
Frame is ok, but has some scratches - still has pinstriping.
Front fender has a "custom" mounted light.

Seatpost - straight post, steel

Saddle - Person's black springer style saddle, seems original ok shape but will need a recover

Stem - quill stem, rough chrome, seems original

Handlebars -  cruiser style bars, 25" wide, good chrome, seem original

Crankset - 1 piece Dayton/Huffman skiptooth

Pedals - Torrington Model 10 ?, good shape but ends are  a little rough

hubs - New Departure Model D coaster brake rear (rough chrome), New Departure WL front hub (rough chrome)
rims - dropcenter steel rims, chromed (in good shape), 26" balloon style
